The United Nations passed a resolution in 2000 that called for “certificates of origin” to ensure that rough diamonds come from legitimate and legal sources. In 2002, a large number of countries, including Australia, approved the Kimberley Process designed to end the trafficking of illicit diamonds. As of 2006, seventy-one countries had joined this system of certification. Essentially the scheme ensures that its adherents do not purchase rough diamond from suspect sources or unknown suppliers or which originate in countries that have not implemented the Kimberley Process.
